| 安全管理方面的不足是我国各城市轨道交通工程安全事故频发的主要原因。提高安全管理人员的认知水平，培养忧患意识，树立危险度意识，达到零事故的安全管理目标，是安全质量监管人员密切关注的问题。结合西安地铁工程安全监督管理工作，依据“一个核心（体系建设）、两个重点（危险源管理、隐患排查与治理）、三个要素（现场管理、应急管理和安全管理）”的安全管理理论，提出了“一提高、二督察、三询问”的监督管理模式，提高了整体管理水平，取得了理想效果。为我国轨道交通工程安全管理提供参考。 |
| 英文摘要: |
| Defect of safety management is the root cause which results in frequent safety accidents of rail transit engineering of cities in China. There are some works which should be paid attention to by safety quality supervision and management staff, such as improving cognitive level of safety management, cultivating suffering consciousness and risk awareness to achieve zero accident safety management objectives. Based on the supervision and management of Xi’an metro engineering safe work practice, in terms of “one core, two key points and three elements” of safety management theory, an “improve inspect query” supervision and management mode was put forward promote which improved the whole management level, and obtained the ideal effect in the case. It may provide reference for the safety management of rail transit engineering of cities of China. |
