| Since the reform and opening up, China’s social security cause has gone through three stages, namely, the rehabilitation and reconstruction phase focused on righting the wrongs, the reform and exploration phase focused on social insurance and the comprehensive development and innovation stage focused on coordinating urban and rural areas. At the present stage, the social security cause is also facing difficulties and challenges in spite of the great achievements. The social security system needs a clear development goals to provide the people with stable security expectations; the pace of legislation is to be accelerated to build a law system for social security with Chinese characteristics; based on the basic national conditions and optimize the social security system with Chinese characteristics; the social security system reform is to be deepened to straighten out the relationship between the decision making mechanism, regulatory mechanism and the operation mechanism; the overall levels of social security funds is to be improved, and the patterns of sustainable development of social security funds is to be actively explored to promote the healthy development of the social security cause. |
