| 运用行政生态学的研究方法分析山区乡镇行政体制所处的政治、经济和社会行政生态环境，探讨山区乡镇行政体制与其行政生态环境之间相互影响、相互依赖的关系，对推进山区乡镇行政体制改革，促进山区乡镇的转型发展具有重要意义。当前我国行政生态环境不断变化发展，山区乡镇行政体制中与行政生态环境不相适应的问题也日渐凸显。通过发挥山区行政体制与其行政生态环境之间的互动关系，从科学设置职能部门、推进行政执法权与审批权的下放、完善山区乡镇财政制度、建立灵活的用人机制和激励机制等方面推进山区乡镇行政体制改革，从而保持山区乡镇行政体制与其行政生态环境之间的动态平衡。 |

| It is of great significance to the mountainous villages and towns administrative system reform and to promote the transformation of mountainous villages and towns by applying the research methods of administrative ecology to analyze the political, economic and social of administrative ecological environment of mountainous villages and towns administrative system, and discuss the interaction and the interdependent relationship between mountainous villages and towns administrative system and administrative ecological environment. At present, the administrative ecological environment of our country is changing and developing, and some problems which are not compatible with administrative ecological environment in mountainous villages and towns administrative system are becoming apparent. The reforms are carried out through interactions between mountainous villages and towns administrative system and its administrative ecological environment, and through the way of setting up functional departments scientifically, promoting administrative law enforcement and power down, perfecting mountain township financial system and establishing a flexible personnel mechanism and incentive mechanism so as to keep a dynamic balance between the mountainous villages and towns administrative system and its administrative ecological environment. |
