| 本文提出承包商全面索赔管理的概念，构建了全面索赔管理的基本框架，并通过案例说明其在项目管理中的应用。全面索赔管理借鉴PDCA循环以及博弈论原理，将索赔看做一个贯穿项目管理始终的过程，索赔活动不仅考虑承包商对业主的主动索赔，还考虑预防和应对业主的索赔。这一思想要求承包商用动态、全面的视角审视索赔管理，有利于加强全员索赔意识，提高索赔管理水平，为项目和企业创造更好的经济效益。 |

| This paper puts forward the concept of contractor’s total claim management and establishes a basic framework for implementing contractor’s total claim management. Based on the theories of PDCA (Plan Do Check Action) and Games Theory, the claim is viewed as a process that goes through the project management. Not only the contractor’s initiative claim to the owner, but also to prevent and deal with the claim of the owner should be taken into account in the process of claim. Total claim management requires the contractor to view claim management from the dynamic and comprehensive perspective, which will help to strengthen the claim consciousness of the entire personnel, improve the claim management level, so as to create better economic benefits for project and enterprise. |
