| 生均经费预算制度下的地方高等教育财政拨款机制广受关注，也是当前学术界研究的一个热点。本文分析了我国高等教育财政拨款体制演变过程，揭示了目前地方高等教育财政拨款机制存在的问题，从投入机制、运行体制、分配方式、绩效管理、职责界定等方面提出了改进地方高等教育财政拨款机制的建议。 |

| The Mechanism of higher education financial funding based on the budget System of allocation on students is currently a hot topic in academic research. This paper analyzes the evolution of the financial allocation system of higher education, reveals the current problems of local higher education funding mechanism, gives some suggestion for higher education in terms of local financial investment mechanism, operating system, distribution, performance management, responsibilities. |
