| 排污权二级交易市场是对排污权交易体系的完善。本文比较了排污标准、排污费和可交易的排污权在解决环境污染外部性的效率，认为可交易的排污权结合了排污标准的数量可控优势，排污费的企业成本节约优势，在信息不充足的情况下，能更有效地实现减排的目标。探讨了在二级市场的建设中，以市场机制为主导，能弥补初级市场政府为主导所导致的弊端，有利于保证市场主体的自主性，体现市场过程的趋利性，实现市场关系的平等性，彰显市场环境的开放性和实现市场活动的竞争性，并导致市场结果最终分化。 |
| 英文摘要: |
| Secondary emissions trading market helps perfect the emissions trading system. The efficiency in solving environmental pollution externality among the emissions standards, emissions fees and transferable emissions rights are analyzed to conclude that the transferable emissions rights could realize the reducing pollution target more effectively while the information is insufficient by combining the quantity controllable advantage of emissions standard with the cost saving advantage of emissions fee. In the construction of secondary market, the defect from the primary market caused by government led merchanism may be made up by carried on the market oriented merchanism strategy which helps to ensure the autonomy of market players, to reflect the profit’s seeking in the market process, to realize market relations equality, to highlight the openness of the market environment, to achieve a competitive market activity and to lead the differentiation of market outcomes. |
