| 在城镇化的发展序列和动力机制中，各级政府所处的地位和扮演的角色不同，工作的切入点和主要作为也不同。只有明确了各级政府在城镇化进程中的角色和作为，才能更好地发挥政府的主导作用，也才能更好地发挥农民的主力军作用和市场手段的调节作用。各级政府应按照市场经济的基本规律，调动农民的积极性，发挥好市场调节作用，形成一种以农民为主力、以政府为主导、以市场为依托的良性互动的机制。 |

| Urbanization is a great strategy in the process of China's modernization and the important economic policy as well, which is a top down “revolution”. All levels of the government play a dominant role that can't be replaced during that process. The central government is the policy makers, system reformers and macro facilitator in cities and towns who is mainly responsible for the reforms of the household registration, land, social security and other system, while administrative and management level adjustment is its most important grasper. The main local governments play the roles of policy implementation and the specific promoter, and to strengthen the county economy and develop occupation education are the two key urban construction strategies for the local government. |
