| 改革开放以来，中国农村存在着较为严重的农村“混混”问题。这些“混混”逐渐介入到农村治理的过程中，成为危害农村社会的重要因素，甚至改变了村庄秩序的环境，影响着基层党组织的执政能力建设。因此需要从村级党组织建设的角度出发，加强政党对农村社会的引导，深化民主自治的理念，不断完善村民自治机构的组织建设，以构建政党与村民互相的村级治理体制。 |

| Since the reform and opening up, there has existed a problem of rural Hooligans in China’s rural areas. The Hooligans are gradually involved in rural governance process and become a hazard to rural society. They even have fundamentally changed the village order, seriously affecting the ruling ability construction of village party organization. Therefore, from the point of view of village level party organization construction, it is required to strengthen the Party’s rural social guidance, deepen democratic autonomy concept, constantly improve the villager autonomy organization construction, and build the party villager mutual governance system. |
