| 近些年来，随着我国经济的快速发展，“小金库”问题日益突出，且呈日趋扩大之势。国家虽自1989年以来多次开展整治行动，取得了很大成绩，但终因种种因素而难以根治，且陷入了“整治—收敛—反弹—整治”的怪圈。本文深入剖析了“小金库”产生、发展的原因及其极端危害性，提出要在科学发展观理论指导下，坚持“科学治理、统筹防控、严查重处”的治理理念，严厉整治“小金库”，净化我国政治经济环境。 |

| In recent years, “small coffers” has become an increasingly prominent problem. The government has taken many actions to control it, but the result has not been satisfactory due to various reasons. This paper analyzes the origin of “small coffers” and its serious harmfulness, and proposes to, deal with the problem through “scientific management, comprehensive prevention and severe punishment” based on the guideline of scientific development. |
