      资源禀赋和地理位置决定河北省具备了建设低碳经济示范区的有利条件,给河北带来新的发展机遇。以培育和打造低碳经济产业集群来推动和引领河北省低碳经济快速、健康发展是较为现实的选择,也为河北省应对化石能源短缺及全球气候变暖带来的挑战,实现可持续发展战略提供了有力支持。结合河北省情和国内产业集群发展模式,提出了河北发展低碳经济的增长源和增长点,即河北省低碳经济产业集群发展可以选择的具体模式,以及要将低碳产业的发展形成爆发式的增量优势,关键在于形成特色、放大集群优势,以产业集群作为引导低碳经济规模发展的方向和路径,从

      With the favorable conditions of resource endowments and geographical position, Hebei province can establish low-carbon economy demonstration areas with new opportunities for the development of Hebei.By Cultivating and making Low-Carbon Economy Industrial Clusters, the low-carbon economy's rapid and healthy development can be guaranteed, which also provides a strong support for achieving sustainable development strategies considering the shortage of fossil energy and global warming challenges. Based on the actual condition and the development mode of domestic industry cluster in Hebei Province, the source of growth for the development of low-carbon economic growth in Hebei is put forward. That is to say, to set up the mode of low-carbon economic development of industrial clusters in our province and to take the incremental advantage of explosive development for low-carbon industry, the key element is to form characteristics and enlarge the cluster advantages. Regarding the industrial clusters as a mode and path of development to guide its scale development, a strong support will be provided to implement the scientific concept of development in Hebei, thus promoting the optimization and transformation of economic development pattern.
