| 河北省外贸在近两年来发展迅猛，但同时遭遇的国际贸易摩擦也呈上升趋势。传统国际贸易摩擦有增无减，并且出现了一个新的动向：反补贴措施开始出现，并成为贸易摩擦的重点。与反倾销措施相比，反补贴措施将造成更深远的消极影响。但危机中同样也存在着机会，国外反补贴措施在无形中也成为河北省进行改革补贴政策的外在推动力。要理性对待国外的反补贴措施，既要通过法律程序对外据理力争，也要通过对既存的补贴政策进行调整。总之，在履行国际法义务的前提下，维护产业利益，做到有理有据，这是应对国外反补贴措施的明智之举。 |
| 英文摘要: |
| The foreign trade of Hebei Province has received rapidly development in the recent several years. At the same time, it has met more brushes. Traditional brushes have become more frequent, and meanwhile, a new trend has arisen: foreign countervailing measure has emerged and become a focus point in international trade. Comparing with anti dumping, countervailing measure will bring more injury to Hebei Province. Every coin has two sides, it also can become an external push factor to reform the subsidy’s policy. We should cope with foreign countervailing measure rationally, arguing vigorously on justifiable ground and regulating actively. In a word, we should carry out our international obligation, safeguard Chinese benefit on the condition of reason, this is the sensible tactics of dealing with foreign countervailing measures. |
