| 从20世纪80年代开始，第三部门在世界各地如雨后春笋般涌现，它的影响已渗透到人类社会的各个领域。就其产生的背景而言，有政治、经济、社会、文化等各方面的因素。但它们在西方和我国的具体表现不同：在西方，第三部门是在福利国家和市场经济充分发展的基础上兴起的，它弥补了政府与市场的不足。而在我国，改革开放之后，严格意义上的第一部门和第二部门正在形成，此时兴起的第三部门注定要为促进前两个部门的完善而努力。 |

| The third sector began to spring up in large numbers at all places of the world from 1980s. It has influenced every realm in the human society. So far as its emergence background is concerned, there are many factors related to politics, economy, society and culture, but displayed differently in China and the western countries. In the western countries, the emergence of the third sector remedied the defect of government and market after the complete development of welfare state and market economy. But in China, the first sector and the second sector were taking shape after reform and opening policy in the strict sense. The third sector emerged at this time was doomed to working hard to promote the perfection of the first two sectors. |
