| 中国加入WTO后面临着前所未有的机遇和挑战，“十一五”是我国经济和社会发展的重要时期，也是进行经济结构战略性调整以及完善社会主义市场经济制度的重要时期。通过对三鹿奶粉含三聚氰胺这一经济事件的分析，应从三个层次完善社会主义市场经济体制下的企业诚信建设：加快转变政府职能；发挥企业的市场主体作用；加强市场中介的监管力度。这是完善社会主义市场经济体制的重要保障和内在要求。 |

| China is facing unprecedented opportunities and challenges after China’s accession to the WTO.The Eleventh Five Year is not only the important period of economic and social development，but also the basic period for the adjustment of economic structure and the perfection of the socialist market economic system. This article, based on an analysis of the event of Sanlu milk power containing melamine, considers that we should perfect enterprise integrity construction under the market economic system by three levels，to speed up transformation of government functions，to play the main role of enterprises in the market，and to strengthen the supervision of market intermediaries, which are the significant guarantee and internal requirement of perfecting socialist market economic system. |
