| 环境生产要素理论从控制环境容量消耗的角度出发，借助市场对其进行分配和交易，可以谋求生产和环境的协调。分析了环境生产要素的市场均衡特点，并在此基础上分析了厂商的短期生产安排和长期生产变动，认为在环境生产要素化条件下，技术要素对环境要素具有最突出的阶段式跳跃性替代效果，其替代程度与技术要素的初始投入量和增加量没有关系，主要取决于新旧技术条件的单位产量环境要素消耗量，也就是所增加的技术要素的减排性能。厂商必然根据环境生产要素均衡价格的快速上升和供给量的递减趋势，自觉调整生产要素组合，尤其是增加技术要素投入，替代环境生产要素，从而实现节能减排和环境管理市场化的效果。 |

| Production activities will inevitably produce emissions and occupy certain environmental capacity. From the perspective of controlling consumption of environmental capacity, for the sake of coordination of production and the environment, we distribute and transact its by dint of market. This is one of the fundamental objectives of the theory named environment production factors. This paper analyzed market equilibrium characteristics of environment production factor, and the short term Production plan arrangement and the long term production changes. This paper consider that, based on environment production factor, firms will change factor mix self conscious and increase the technical factor to replace environment factor for the price rapid rise and the supply decreasing. These matters can be adjusted to achieve energy saving and environmental mitigation of the effects of market management. |
